Site Work Update · September 2026
Alhamdulillah, we want to share a clear update on the Phase 1 site work for the Dar Al Noor / MAV Expansion Project. The project remains active and under management. At the same time, the heavy field work is currently paused while a few important items are finalized. We know delays are frustrating, especially when the community is eager to see visible progress, so we want to explain where things stand in plain language.
Where things stand today
- The underground StormTech chambers have been delivered and are on site.
- The related storm structures have been ordered, but fabrication is waiting on final approved engineering details and structure heights.
- Survey staking and layout work are waiting on final signed/stamped civil plans from Prince William County.
- The site team is also working through the soil and clay findings so the next phase of work can be planned correctly.
Why the restart is waiting
The revised civil/site plans are still awaiting final County signature and stamped release. We have continued to see progress on the revision, but several construction steps cannot responsibly move forward until the final approved plans are issued. Previous revision timeline commitments and cost-savings shared with the construction committee were inaccurate.
This matters because the revised plans affect exact elevations, utility locations, stormwater structure heights, and other details that the field team must build from. Starting heavy work before those details are final could create rework, inspection issues, and unnecessary cost.
The Construction Committee is taking the careful approach: move forward when the plans, quantities, and field layout are ready, rather than forcing work ahead of final approvals.
Soil and clay assessment
During site operations, the team identified unsuitable clay and mixed debris in the work area. This material cannot be used as structural fill or compaction material under the future parking lot and site improvements.
The current planning estimate is more than 500 truckloads of unsuitable material. Based on an estimated hauling cost of approximately $310 per truckload, the potential exposure is at least approximately $155,000. This is an unexpected and unbudgeted item and has not yet been paid.
Over the next one to two weeks, the team is working to finalize the cut/fill quantification, compare hauling and disposal options, and select the most cost-effective removal path, inshaAllah.
Updated timeline
Because final County release and soil quantification are still pending, the original December completion target is now under review. The current high-level path is below.

What the community should know
The current pause is tied to County plan-release timing, final engineering details, and soil conditions that must be quantified before heavy field work can responsibly restart.
The Construction Committee is actively managing the process with the site supervisor, engineers, surveyors, and contractors.
Our priority is to protect donated funds, avoid avoidable rework, maintain safety, and move the project forward correctly once the required approvals and field information are in place.
